Android Troops level goes down in tournaments

I'm using a deck with level 10 Barbarian, L10 Bomber and L10 zap. But when I battle with this deck in tournament, my level 10 troops goes down to level 9. Same thing happen when I do a friendly battle in with my clan mates.
When I do a normal search battle my troops level remains as it is.

I don't know whether the same thing happens with other players also. If someone face same issue please consider this as bug.

If there is any solution please suggest.
