I recently upgraded my fireball to level 8 but it's still acting as if it where still level 7. I waited a day to see if it took time for it to update but it's still at level 7. I also upgraded an elixir pump but that instantly displayed its upgrade. http://imgur.com/ktupGW9 link showing the fireball
