Android I cant buy gem!!

I have 50 USD in my google play account but I can't make a gem purchase and it keeps on saying "Error unfortunately, transaction can not be complete .. please try again"

I am not sure what exactly cause this problem but my guess is my Google play account was first addressed Bangkok so in-game gem purchase still show Thai Baht currency. Eventhough I have 50 usd in my wallet I can't buy gems. I've tried uninstalling , clearing cache, restart my andriod phone. It still won't fix it.

I hope SUPERCELL see this threat and help me fix this.
