If you are a lower level than required to make a tournament, you can create one but not battle in it or see the players.

If you close out of a clan replay, TV Royale replay, or an arena battle, you can swipe to the clan chat/clan selector and then slightly/slowly swipe towards the tournaments page and you can press the "Create+" button with your other hand or finger.

Honestly I would remove this bug if I were a staff but since you cannot see the players and/or battle in the created tourney, it's a waste of gems.
