An archer can 2-shot a goblin of the same level. Exactly two shot. However, on levels 9 and 13, goblins will survive 2 archer shots with 1hp left. This is a huge problem for archer user at tournament level. What happened to consistency?

This 3-shot problem also applies to minions at levels 9 and 13
