Sometimes my wait time for card requests is about 2 min 36 secs around there (over night about 7 hours+ later). Just to not get bored while waiting for the 3 mins I just enter a training match. When the match ends, the wait time is still the same at maybe 2 min 30 secs although the match lasted 3 mins
