Android Pseudo-connecting to Google Play

Whenever I try to connect to google play on my game, weather it be through the play app or clash royale, it goes through the motions of connecting to the account but the button stays red and I can't link a device. I can only try to connect once before needing to reset the cache. So it seems like it at least thinks it's connected. I have tried every fix I could find on the internet short of a factory reset.
