It's a card called "Mirror". It mirrors a card, and level one mirrors mirror an epic card to level 1. So for 9 elixir, (mirrored cards cost +1 elixir) you can get a level 2 skeleton army that the player has, and a level 1 from a mirror

They used the card Mirror to copy Skeleton Army. It makes it a level lower at the cost of +1 elixir.
