There are different challenges in the game. there is a specific type of special challenges that will level up cards to tournament standards if your card level is lower.

in that kind of challenge YOU HAVE TO MAKE YOUR DECK IN CHALLENGE TAB. you can pick any card (regardless of having it or not) and all the cards will be automatically at tournament standards. this is the only type of challenge that will level up your cards to tournament standards. in all other challenges and tournaments, if your card is higher than tournament standards, it will level down but if your card is lower than tournament standards it will not level up.
