Game Center linking between two devices appears to have issues. I started the game on my iPad, logged into Game Center. I played until I reached level 3 since once of the FAQs suggests that it won't work until then. I then launched the game on my iPhone, logged into the same GameCenter account. Both devices give me the "Welcome Back, <game center name>" greeting on launch, but it started a new game for me on the iPhone. In Game Center on the phone I see the achievements from my iPad account, but it won't launch me into it. I've tried launching the game both directly and from Game Center, and neither works.
