General 2 same unit deploy at the same time

When i battle with someone, he can deploy 2 balloons with different level at the same time.
In another battle, the man can deploy 2 hog riders in the same time.
Is it possible?? it is very unfair.
i don't know it is a bug or some "trick", but it is so unfair.
