iOS Cannot make in-app purchases: Please wait. Transaction is pending.

Searching the forums, I see over 100 posts with the words "transaction is pending" in them, so I have little hope I'll get any support for this, but I'm not ready to give up yet. I have repeatedly contacted both Apple and Supercell, and each blames the other for the problem. None of my devices is jailbroken. Anyone found an actual solution to this, or am I right in thinking that this is a bug in Supercell's implementation of in-app-purchase which they refuse to acknowledge or address?

My son is a member of my iCloud Family Sharing group. All his purchase requests must go through me for approval, via a notification system.

My son made a purchase request for gems in Clash Royale for $4.99.

I received a notification asking me to approve or deny his request. I ignored this notification - I did not act on it. I was not charged, and he did not receive the gems.

Several days later, he mentioned he was unable to make any purchases in the game. This has continued for over three weeks.

I reached out to Apple first, and learned the following: Family Sharing purchase requests expire and are destroyed after 24 hours. Apple has no persistent record of the request. Again, I was NOT charged.

So, here is the current state. My son cannot make purchases in Clash Royale. When he tries, a message is displayed saying "Please wait. Transaction is pending."

Apple has no record of a purchase request ever being made. I cannot approve or deny that request.

Meanwhile, my son's Clash Royale profile is patiently awaiting a response from Apple's purchase system. That response will never come, because the request to approve or deny it has been destroyed, so no one can act on it.

I think the game (and maybe ALL Supercell games) assumes it will receive a positive or negative response to all purchase requests, and it disables new requests until it receives that response. But that ignores the case of Family Sharing requests which require approval, and which will expire after 24 hours if not acted upon.

So, I think they need to fix this bug in the app for a future release.

Every request has been met with the same response: Contact iTunes Support. We have no access to purchase information.

Here's what Apple says:
"I’ve just received an update from our engineers. It seems that this is a
known issue regarding the game in question. Our engineers stated that this
error is coming from the app itself, and is caused by how the app handles
Ask to Buy requests that are not actioned by the Approver.
We’ve looked into this on numerous occasions, and only the developer
themselves can fix this, as the problem is in the app itself. "

So, I'm stuck. Anyone got any ideas?
