Can I only get certain cards in specific arenas?

I cannot quite understand whether all cards are available once you have passed the arena in which they are unlocked or of you have to be in the specific arena to unlock them - like if I can get a goblin barrel (which unlocks at arena 1) while I'm in arena 4 or if I have to drop down to arena 1 if I want to get this card. There is no information on this in supercell's FAQ. Does anyone know?
