Android Cant buy Gems, Error Occurs

i don't know what the problem is, i can buy in app packages in other games, i haven't bought any just yet in this game. Was going to be my first time and i keep getting an error so i don't know if its an issue with my bank or not
-_-. When i try and make a purchase it says "Error Unfortunately, your transaction can't be completed at this time. Please try again."

When i back out of it a red wifi symbol appears and disappears shortly after. Please any advice on what to do would be appreciated. (no i'm not broke and after that popped up, i went and bought medals from btd just to make sure everything was working just fine and it is)(ps. would love to show screenshots but when i connected my phone to pc and tried uploading files it bugged out so my bad)

Also i just verified it, bought 5 dollars worth of gems on clash of clans and it worked just fine, seems its only glitching on royale T_T ..
