Android Tournaments rules are not applying for me in classic challenge

In classic challenges there are no tournament rules and my opponents cards are highr level than mine, Why ? It was supposed to be the same

General Level cap not working in classic challenge

I dont know if its a bug but when i do classic challenges im lvl 8 while other players are lvl 9 and beyond and their cards are also higher ..
