iOS Silver chests giving fewer than 5 cards

I repeatedly get fewer cards from arena chests than what's advertised before I unlock them. I documented my last arena chest with screenshots. Sure enough, my silver arena 3 chest claimed to have 5 cards but when I opened it I only got 3 cards.

I'm playing in Canada on an iPhone 6 Plus running iOS 9.2.1. Last observed in version 2.1398.1 of Clash Royale.

Repro steps:
1. Choose a silver arena 3 chest to unlock. Observe that it says there are 5 cards
2. Wait 3 hours for the chest to unlock.
3. Unlock the chest and get less than 5 cards. In my case I got a +35 gold card, x2 Minions, and x3 Knight.
