A while back ago (a month or 2 ago), I was playing Clash Royale and looked in my shop. I scrolled down, and saw starter packs for each arena (probably before the whole arena starter pack thing came out.) they all had what arena they were in, and they said "click for more info" and if I tapped on it multiple times, I was able to purchase the pack. The same thing happened to me a few minutes ago (I didn't buy them because I didn't want to abuse the bug/glitch, but to report to Supercell). I'm not sure if this has happened to anybody else, but I think this is pretty game breaking to get cards from an arena that you have never been in before. I do have screenshots on my phone, I will edit this post and put them in this post later.
