iOS Purchases dont go through in game but I am charged.

First of all, I do get refunds for all the ones that haven't gone through. But seriously, why is it that whenever I try to make a purchase the first one never goes through and I am stuck with a $XX charge on my card. I have done everything to prevent this from happening... WiFi/No WiFi, going slower when making a purchase/making the purchase as fast as I can, change devices. I noticed that whenever I hit the button to begin the purchase process I get the no signal icon in the background. Am I seriously loosing connection to the server because I have a notification pop-up to buy gems. Is there not a way to prevent me from losing connection when I'm taking 10 seconds to scan my finger print and press "Okay"? I don't mean to rant but this happens to me and my buddies and it is sort of a nascence to contact Apple for a refund every so often.
