A Bug With the Freeze Spell?

When you place a minion/tower down and it gets hit by freeze whilst the deploy timer is going down the minion/tower will still be frozen even though it wasn't even technically deployed. This has happened a few times to me and I was wondering if this happened to anyone else and whether or not this is how the game is supposed to be or if it is a bug. It's doesn't make sense to be frozen when the droop hasn't been deployed is sort of the main point I'm trying to get at. Thoughts?
