Since the balance changes i've only Been facing players who have 1/2/2/2 card levels higher. I have 3600 trophies and have dropped from 4000. My level is 10 and My card levels are 1/3,5/7,5/9,5

What is the "Bug" you are reporting? I'm Lvl 10, use Lvl 12 Commons, 8/9 Rares, 5 Epic, and 2 Legendary in my deck. I hover say 3600-3800. I face mostly Lvl 10's and 11s, saw a 12 the other day, but most players I'm against have about the same lvl of cards I do. I've never hit 4k, as I use pretty much my original deck, and am too stubborn to put in any meta card, or swap anything out, just keep plugging away with the old basic deck. With the level of cards you have though, unless you're on the current Meta/Potential OP card kick, I wouldn't expect you to be up around 4k, or even 3600. Possibly why you are seeing such higher level cards, as that is kind of who lives in that range.
