Hi.

Supercell has nothing to do with the exchange rate of in-app purchases. Supercell make an offer, tell Google/Apple the price based on US Dollar and then Google/Apple changed the price for people around the world based on their location. So if if there's something wrong based on the currency and exchange rate , SC can't do anything about it.

You can contact in-game support team and talk to support team directly (click HERE to see how) but I'm sure they'll give you the same answer. You can also ask for a refund and Supercell will decide about it.
